BAYTOWN, Texas — Michael Cupp, national president of the Brothers East Outlaw Motorcycle Gang (BEAST), has been indicted on charges of human trafficking by a Jefferson County grand jury. Cupp, a Baytown resident, is accused of organizing and profiting from prostitution involving multiple women, according to court documents.
The investigation, which included a probable cause affidavit, reveals that Cupp had been receiving profits from one woman who was involved in sex work. The woman was reportedly managed by another individual, who coached her on what to do, set prices, and even threatened her when things didn’t go as planned. She also used her own accounts to collect payments for the services.
Court documents show extensive communication between Cupp and the “manager,” including text messages that provided clear evidence of their trafficking activities. The “manager” and Cupp allegedly transported the victim to various cities, including Houston, Dallas-Fort Worth, Lake Charles, and Beaumont, for sex acts.
As the operation expanded, Cupp became more involved, asking how frequently the victim could work, helping to create online advertisements, and arranging transportation. Despite being a convicted felon, Cupp even offered to lend a gun to the victim for protection. He also directed other gang members to provide security and transport the women, as well as demanding a cut of the earnings.
Further investigation revealed that the woman working as a prostitute feared for her safety. She admitted to engaging in sex work across several cities and alleged that her “manager” had assaulted her multiple times. Additionally, other BEAST members were observed transporting the victim, and law enforcement seized a firearm during a traffic stop linked to the operation.
Cupp is facing felony charges related to the promotion of prostitution and other crimes. Investigators are working to gather additional evidence, and an arrest warrant is being sought.
