Miami-Dade Authorities Arrest Six in Elaborate Staged Crash Insurance Fraud

In a crackdown named “Operation Crash and Cash,” Miami-Dade law enforcement arrested six individuals involved in a sophisticated insurance fraud scheme centered on a staged car accident. This operation marks the start of an ongoing effort to combat insurance fraud, which significantly impacts local communities and drives up insurance costs.

The investigation began following a staged crash last November at the intersection of Chrome Avenue and Southwest 8th Street. Brothers Armando Baloy Mesa Lazaga (56) and Elvis Manuel Mesa Lazaga (60) orchestrated the fake collision and recruited Enrique Brioso Cribes (35) and Mary Brioso (53), a married couple, to act as victims.

According to court documents, the Mesa brothers intentionally damaged the vehicles before staging the accident. Armando, who owns an auto body shop on Southwest 190th Street, took the Briosos to his shop afterward and caused further damage to justify inflated insurance claims.

The scheme extended to a medical component. The Briosos were connected to Safe Care Therapy Incorporated, where employees Rolando Romero and Sergio Fernández Alfonso helped prepare fraudulent therapy forms. The couple signed blank forms and later submitted claims totaling $37,050 in therapy expenses.

Insurance fraud like this not only costs companies millions but also raises premiums for honest consumers and strains community resources. The six arrested now face multiple charges, including insurance fraud and grand theft. Additionally, Armando Mesa Lisaga faces charges related to operating an illegal chop shop in Dorado, where stolen vehicles were rebuilt.

Miami-Dade authorities warn the public to remain vigilant and report suspicious activities. Officials emphasize that this arrest is part of a larger crackdown on networks that threaten both the local economy and road safety.
