WILLIAMSBURG COUNTY, S.C. (WCSC) — A former federal correctional officer has been arrested and charged with criminal conspiracy for allegedly providing contraband to inmates at FCI Williamsburg, a federal prison in South Carolina.

The Williamsburg County Sheriff’s Office confirmed the arrest of 33-year-old Megan Shara Welch of Florence. Authorities say Welch was involved in a smuggling operation while employed at the prison, working directly with inmates to bring in prohibited items.

According to Investigator Jalisa Brown, the Special Investigative Services Division (SISD) at FCI Williamsburg uncovered messages between Welch and an inmate between July 1 and August 4, where they planned multiple contraband deliveries. In these conversations, Welch allegedly arranged a drop-off date of August 5, named the inmate recipient, and requested advance payments via CashApp.

Investigators say Welch smuggled contraband into the prison on several occasions and received $8,500 in total compensation for her actions.

She was booked into the Williamsburg County Detention Center, and the case remains under active investigation. The Department of Justice Office of Inspector General – Southeastern Region is assisting with the inquiry.
