SAN MATEO, Calif. — Malcolm Harper, 31, was arrested Thursday night on suspicion of grand theft and resisting an officer after allegedly stealing a laptop and other items from a local business.

Officers with the San Mateo Police Department responded at about 11:52 p.m. to the 200 block of South B Street following a report of theft. The victim told police that an adult male had taken a laptop and additional property earlier that evening.

After reviewing surveillance footage, officers identified Harper, who had previously been contacted in the neighborhood regarding a separate disturbance. Harper was later detained on the 500 block of East Third Avenue. Police said he was wearing clothing consistent with the suspect in the video, and a search of his property recovered the stolen laptop and other items, which were returned to the victim.

Harper was arrested on suspicion of grand theft. While being transported to the San Mateo County Jail, officers said he repeatedly kicked the patrol vehicle’s window and door and ignored commands to stop, resulting in an additional charge of resisting an officer.
