Makayla Revolus-Whittingham Tied to Stamford Ring

Norwalk woman accused in hotel prostitution case

STAMFORD, Conn. — A Norwalk woman is accused of managing the finances for a prostitution operation run out of a Stamford hotel, according to court documents.

Makayla Revolus-Whittingham, 21, was arrested and charged with conspiracy to commit first-degree promoting prostitution and conspiracy to commit second-degree prostitution, an arrest affidavit shows. She is the fifth person charged in connection with the case.

Investigators say Revolus-Whittingham served as a financial intermediary between sex workers and the operation’s alleged ringleaders — Malina “Harley” Franco-Huebner, 20, and Sean Lewis.

Lewis was arrested in September 2024, while Franco-Huebner — who reportedly described herself as the “mastermind” of the operation — was taken into custody in January 2025.

Financial Ties and CashApp Payments

Police allege that Revolus-Whittingham managed transactions through her CashApp account, receiving more than three dozen payments from individuals connected to the prostitution ring, including admitted sex workers. She also reportedly sent around 20 payments to Franco-Huebner.

Investigators said one of Lewis’ bank cards was linked to Revolus-Whittingham’s CashApp account, strengthening the evidence of collaboration.

Revolus-Whittingham was released on a $100,000 bond and is scheduled to appear in court on December 9.

How the Operation Was Exposed

Police first learned about the alleged prostitution ring after a 27-year-old woman came forward, claiming she had been forced to perform more than 100 sex acts between October and December 2023, and again between June and August 2024. The victim said she had to hand over all her earnings to Lewis, who also assaulted her multiple times, according to an affidavit.

After Lewis’ arrest, police received a call from another woman claiming to be a victim — later revealed to be Franco-Huebner herself. She eventually confessed to being the organizer of the prostitution and trafficking ring, telling officers she controlled a larger network across several states.

“I am the mastermind behind this,” Franco-Huebner allegedly texted investigators. “I have madams from cartel out in New York, a pimp in Jersey I buy the girls from, and messages from women I recruited to escort for me.”

Further Arrests and Fallout

Franco-Huebner provided police with screenshots and text messages allegedly showing her recruiting women, arranging meetings between sex workers and clients, and managing online advertisements. Victims later confirmed her involvement, saying she recruited women, provided drugs, and sometimes worked as a prostitute herself.

The ongoing investigation into the operation has also led to the arrest of former Stamford Police Commissioner Erik Findeisen, who resigned after being charged, and former Stamford police officer Stephane Smart, who faces solicitation charges.
