WHITESBURG, Ky. (WKYT/Gray News) – Letcher County Sheriff Shawn “Mickey” Stines, 43, has been indicted for the murder of Judge Kevin Mullins. The indictment comes after an investigation into the shooting that occurred on September 19 inside Mullins’ office at the courthouse.

According to police, Stines allegedly shot Mullins following a heated argument in the judge’s chambers. The confrontation escalated into violence, resulting in Mullins’ death.

Stines pleaded not guilty to the charges during an arraignment held on September 25. He announced his decision to retire from his position as sheriff on September 30, following the tragic incident. His attorney stated that Stines had been under significant stress at the time.

The grand jury returned the murder indictment on Thursday, formally charging Stines with the killing of Judge Mullins. The indictment has drawn attention to the violent events within the courthouse and raised concerns over the safety of public officials.

Stines is scheduled for a new arraignment on November 25, where further legal proceedings will determine his fate. The case has shaken the local community, with residents and law enforcement grappling with the tragedy.

Authorities are continuing their investigation into the circumstances surrounding the fatal encounter between Stines and Mullins, as the case progresses through the legal system.
