League City Retail Blitz Leads to Identity Theft Arrests

Two arrested after shoplifting probe uncovers fraud scheme

LEAGUE CITY, Texas — A retail “Blitz” operation conducted by the League City Police Department (LCPD) on Jan. 28, 2026, resulted in two arrests and the discovery of a broader identity theft scheme, according to a department press release.

The operation was carried out by the department’s Business District Unit (BDU) in the commercial area surrounding West FM 646 and the Gulf Freeway, with assistance from local business loss prevention teams. The coordinated effort was designed to identify and disrupt criminal activity occurring in and around retail establishments.

During the operation, officers arrested 30-year-old Keleigh Goggans of Alvin and 35-year-old Richard Bolton of Liverpool. According to police, H-E-B employees observed Goggans placing two briskets into a shopping cart and exiting the store without paying.

When contacted by officers, Goggans allegedly attempted to present an out-of-state driver’s license belonging to another person. Bolton, identified as an accomplice, was later located hiding inside a nearby Subway restaurant and taken into custody.

Goggans was initially charged with theft, while Bolton was arrested on an outstanding Harris County warrant. However, during the booking process at the League City Jail, officers discovered that both suspects were in possession of multiple credit cards and identifying information belonging to other individuals, including deceased persons.

Further investigation revealed Goggans’ true identity and multiple outstanding warrants from Galveston, Harris, and Brazoria counties, including a warrant related to a prior theft at the same H-E-B location.

Goggans now faces additional charges of misdemeanor theft, misdemeanor failure to identify – fugitive from justice, and felony possession of identifying information (five to 10 items). Her bond was set at $40,000. Bolton was also charged with felony credit/debit card abuse, with a bond set at $40,000.

Police emphasized that partnerships between law enforcement and local businesses play a critical role in crime prevention.

“Intervening in minor offenses often uncovers more serious criminal activity and helps prevent future victimization within the community,” the department stated.
