Laura Kaylor Arrested for Embezzling $23K from Elder Facility

Ex-director charged with elder abuse, fraud in Porterville

TULARE COUNTY, Calif. (FOX26) — A former executive director of a Tulare County elderly care facility has been arrested for embezzling over $23,000, according to Porterville Police.

On Thursday, authorities took 29-year-old Laura Kaylor into custody following an investigation that began in May 2025, when Valley Adult Day Services reported suspicious activity involving missing funds.

Police say Kaylor, who formerly served as the Executive Director of the nonprofit, misused organization funds between 2024 and early 2025, ultimately diverting more than $23,000 for personal use.

Officers located Kaylor at a residence in Terra Bella, where she was arrested without incident.

She now faces multiple felony charges, including:

Embezzlement

Financial elder abuse

Dependent adult abuse

The investigation highlights concerns around financial oversight in care facilities and the vulnerability of populations reliant on such services.
