by Amelia Crawford

Kevin Whitman, 27, of Irondequoit, New York, was arrested for allegedly impersonating a medical doctor and illegally distributing prescription drugs. According to the U.S. Attorney’s Office for the Western District of New York, Whitman used a DEA registration number belonging to Strong Memorial Hospital in Rochester without authorization.

Between August 2023 and April 2025, Whitman reportedly issued 177 fraudulent prescriptions to nine individuals for Schedule II controlled substances, primarily oxycodone, a powerful opioid. The majority of these prescriptions—173 in total—were for oxycodone.

Whitman faces multiple federal charges, including distributing and dispensing controlled substances, using another person’s registration number to obtain drugs, and obtaining controlled substances by fraud. If convicted, he could face up to 20 years in prison and a fine of up to $1 million.

The investigation highlights the ongoing challenges authorities face in combating prescription drug fraud and opioid abuse. The case remains under further investigation.
