TALLAHASSEE, Fla. — A 40-year-old man has been arrested in connection with human trafficking, profiting from prostitution, and unlawful use of a phone to facilitate a felony, according to court documents.
Kevin Tilcock allegedly operated a trafficking scheme spanning Tallahassee, Pensacola, Panama City, Gainesville, Orlando, and Biloxi, Mississippi.
Tilcock was first arrested in August 2024 on prostitution-related charges in Bay County, Florida. A six-month investigation by the Office of Statewide Prosecution and the Leon County Sheriff’s Office uncovered evidence of his trafficking activities, according to a press release from Attorney General James Uthmeier.
Tilcock was later arrested in Virginia on December 22, 2025 on human trafficking charges and returned to Tallahassee this week.
Court documents include statements from a sex worker who said Tilcock reconnected with her in 2024 after knowing each other for six years. The worker reportedly left another trafficker to work with Tilcock, who allegedly “promised to save her.” She stated she worked for him seven days a week from July to August 2024, giving all earnings to Tilcock. If she refused, Tilcock allegedly threatened to withhold drugs, abandon her, or prevent her from seeing her son.
Investigators say Tilcock used electronic ads to arrange her meetings across Florida. A search of the sex worker’s phone revealed he controlled her communications and appointments.
Records from Tilcock’s CashApp account showed payments from individuals with no prior transactions, ranging from $30 to $300, indicating he profited from the scheme.
Tilcock is presumed innocent until proven guilty in a court of law.
