Kelly Talbert Arrested in Baltimore County Road Rage Cases

Suspect Assaulted Police, Caught with Loaded Firearm

ESSEX, MD – A Baltimore City man is in custody following his arrest for two separate armed road rage incidents and the assault of investigators during his apprehension.

Kelly Talbert, 31, was arrested on July 22, 2025, and charged with multiple offenses, including first- and second-degree assault and firearm-related charges. He is currently being held without bail at the Baltimore County Detention Center, and more charges are expected as the investigation continues.

Multiple Armed Incidents on I-695
The investigation began after a July 7, 2025, report from a driver who said another motorist pointed a copper-colored firearm at them on the outer loop of I-695 near Wilkens Avenue. Troopers from the Maryland State Police Highway Gun Crimes Initiative began an immediate investigation and identified Talbert as the suspect.

Further investigation revealed that Talbert was also linked to a February 4, 2024 incident involving another motorist and two passengers on the inner loop of I-695 near Perring Parkway, where a tan-colored gun was brandished in a similar fashion.

Arrest and Firearm Seizure
Talbert was located outside his Baltimore City residence and attempted to physically resist arrest, assaulting two investigators in the process. Despite this, troopers were able to take him into custody without injury to themselves or Talbert.

A court-authorized search of Talbert’s vehicle led to the discovery of a loaded tan-colored semi-automatic firearm, believed to be linked to both incidents.

Ongoing Investigation
The Maryland State Police emphasized their commitment to combating gun violence on state highways and called for public assistance in related investigations.

Authorities are still seeking information in several ongoing homicide cases, including those of Delonte Hicks, Charles Marks, and Nyah Hairston. Anyone with information is urged to call 410-538-1887. Callers may remain anonymous.
