Kelly Bowers Pleads Guilty in Maryland Fentanyl Case

Newtowne DTO Member Faces Up to 40 Years in Prison

MARYLAND (WBFF) — A 36-year-old Anne Arundel County man has pleaded guilty to conspiracy to distribute more than 40 grams of fentanyl and possession of cocaine with intent to distribute, federal prosecutors announced Wednesday.

Kelly Bowers faces a mandatory minimum of five years and up to 40 years in federal prison, along with the possibility of lifetime supervised release.

Investigators identified Bowers in August 2022 as a member of a drug trafficking organization known as “Newtowne” or “The Newtowne 20 DTO,” which supplied narcotics throughout Annapolis.

Authorities wiretapped the group’s electronic devices, intercepting conversations that helped identify DTO members involved in drug trafficking. Among others charged were:

Leonard Simms, sentenced to 57 months (July 1, 2025)

Isiah Naylor, who pled guilty on May 23, 2025

Raheem Allsup, sentenced to 48 months (May 9, 2025)

Keith Williams, sentenced to 68 months (Nov. 19, 2024)

Recorded calls revealed that Bowers was one of the DTO’s leading distributors.

On Nov. 21, 2023, Anne Arundel County police witnessed Bowers conducting a drug transaction with a known user. After stopping the buyer, officers recovered cocaine linked to Bowers.

The investigation culminated on Jan. 25, 2024, when law enforcement executed search warrants at several Annapolis locations tied to the DTO. Officers recovered multiple drugs and a firearm.

As part of his plea agreement, Bowers admitted to possessing at least 40 grams of fentanyl in furtherance of the conspiracy.

Bowers is scheduled for sentencing at noon on January 22, 2026.
