Kailan Whatley Arrested in Manhole Cover Thefts

Stole 91 covers across multiple Georgia counties

DEKALB COUNTY, Ga. – DeKalb County police have arrested Kailan Whatley in connection with the theft of over 91 manhole covers and storm drain grates, affecting multiple counties across Georgia.

Authorities say the thefts occurred on at least five separate occasions, leaving dangerous open holes in public areas. These uncovered manholes posed serious safety risks to children, joggers, and local drivers.

The investigation took a major step forward on September 16, 2025, when a witness in Rockdale County captured surveillance video of two men removing manhole covers and loading them into a 2020 Nissan Kick. One of the suspects was later identified as Whatley.

Rockdale County residents, including those in Lambeth Estates, Glen Meadow, and near Lake Rockaway Road, reported similar thefts, raising concerns about the potential for serious injury.

“What if a kid or someone jogging falls into one of these holes?” said Larry Tukes, a worried neighbor.

DeKalb investigators are continuing to work with other jurisdictions to determine if more suspects are involved.
