LAREDO, Texas (KGNS) – A Laredo contractor has been arrested after allegedly failing to complete a construction project despite receiving most of the payment, according to police.
Authorities say 41-year-old Juan Manuel Solis was served with an arrest warrant on October 22, 2025, charging him with deceptive trade practice, a Class A misdemeanor.
The case originated on June 18, 2025, when a woman filed a complaint at police headquarters reporting an incomplete construction project. She stated that she had hired Solis on April 2, 2025, to build an outdoor restroom next to her backyard patio for $5,600.
After making an initial $2,000 payment, the woman said Solis requested an additional $1,500 in May for materials, which she provided. Solis reportedly delivered some materials and completed a small portion of the plumbing work before ceasing all progress.
According to the complaint, Solis later told the woman he lacked the funds to finish the project. Despite her repeated attempts to contact him, only about 20% of the work was completed, though she had already paid a total of $4,600.
Following the investigation, police obtained an arrest warrant, and Solis was taken into custody for deceptive trade practices.
