Joseph Small Jr. Arrested After April Gunfire in Elizabeth City

Juvenile also detained following Herrington Road shooting

ELIZABETH CITY, N.C. (WAVY) — Authorities have arrested a man and a juvenile in connection with gunfire reported in Elizabeth City on April 29.

Police responded to reports of shots fired around 5 p.m. near Herrington Road and Brown Street. Upon arrival, officers recovered shell casings from the scene.

Investigators quickly identified a suspect, leading to the arrest of a juvenile, who was charged via juvenile petition and transported to the Pitt County Juvenile Detention Center in Greenville.

On May 8, police arrested 23-year-old Joseph Richard Small Jr. with assistance from the Perquimans County Sheriff’s Office and North Carolina Probation and Parole. Small faces multiple charges including possession of a firearm by a felon, carrying a concealed weapon, going armed to the terror of people, discharging a firearm in city limits, and a probation violation.

He was booked into Albemarle District Jail under a $200,000 bond. His initial court appearance is scheduled for May 15 at 9:30 a.m. in Pasquotank District Court.
