Josef Lowe, 22, Faces Felony Charges for Gunfire, Tire-Slashing Incidents

Surveillance footage and police investigation lead to arrest and multiple charges.

A 22-year-old Davenport man, Josef Lowe, is facing a range of felony charges after surveillance video and police investigation connected him to gunfire and tire-slashing incidents. On December 9, 2024, Lowe was involved in a shooting incident that resulted in a minor injury to a victim and property damage. He is also accused of damaging multiple vehicles, including slashing tires.

Lowe has been charged with the following offenses:

Intimidation with a dangerous weapon – felony
Two counts of controlled substance violation – felony
Two counts of failure to affix drug stamp – felony
Going armed with intent – felony
Second-degree criminal mischief – felony
Person ineligible to carry a dangerous weapon – serious misdemeanor
The incidents unfolded on December 9 when officers responded to a call at 9 a.m. about a vehicle damaged by gunfire and a victim who sustained a minor gunshot wound to the upper thigh. Police later reviewed surveillance footage that showed Lowe’s actions earlier that morning. The footage revealed that Lowe removed the license plates from his vehicle, a blue Chevy Impala, and drove at high speed before returning to his residence.

Further investigation into Lowe’s activities led to a search of his home and vehicle on December 13. Police found marijuana, THC vape cartridges, drug packaging materials, a firearm, and ammunition in his possession. During an interview, Lowe admitted to the shooting and acknowledged firing rounds at the victim’s residence to intimidate the individual. Additionally, he confessed to hiring another person to damage the victim’s vehicles as part of a drug-related debt arrangement.

The damage to the victim’s vehicles was estimated at over $1,500 but did not exceed $10,000. Lowe’s drug-related activities and firearm possession have also contributed to the severity of the charges against him.

Lowe, who was released on a $10,000 bond, waived his preliminary hearing and is scheduled for arraignment on January 16, 2025, in Scott County Court.
