Dallas police have arrested 31-year-old Jose Hernandez De Leon in connection with a fatal hit-and-run that claimed the life of 23-year-old Seth Rains, a recent Texas Tech University graduate.
Rains was walking back to his hotel with friends after attending a concert in the Dallas Design District during the early morning hours of July 26. Around 2:40 a.m., as they crossed the intersection of Turtle Creek Boulevard and Market Center, Rains was struck by a black Lexus sedan.
Witnesses say the driver, now identified as De Leon, initially fled the scene, then returned briefly before speeding away again when informed someone had been hit.
De Leon has been charged with a collision involving death, a serious offense that could lead to up to 20 years in prison if he’s convicted.
