CHEYENNE, Wyo. — Jonathan Roy Phillips, a Cheyenne man, was arrested Aug. 22 on felony charges after allegedly stealing over $2,000 from Sam’s Club through more than 20 fraudulent returns involving tires and batteries.

According to a police affidavit, a store manager at the Sam’s Club on 1948 Dell Range Blvd. reported multiple suspicious returns dating back to Aug. 6, all caught on security footage. Investigators found that Phillips used receipts that had not been sent to customers to process fake returns, taking the corresponding cash from registers.

Phillips told police he committed the thefts out of necessity to pay bills and provide for his family. He was taken into custody at the Laramie County Detention Center and is presumed innocent until proven guilty.
