Javier Serrano Arrested in Ulta Theft Ring in Austin

Accused in $100K Ulta thefts; ICE hold may delay extradition

SHREVEPORT, La. – Javier Serrano, the alleged ringleader of a national theft operation targeting Ulta Beauty stores, was arrested in Austin, Texas on July 4, 2025, according to the Shreveport Police Department (SPD).

Serrano is suspected of orchestrating a string of retail thefts across the country, including a notable incident at the Ulta store on Youree Drive in Shreveport on June 10. Authorities say Serrano and his accomplices have been connected to over 65 theft incidents involving Ulta locations nationwide, resulting in more than $100,000 in losses.

He was arrested in Austin during a law enforcement operation aimed at dismantling the organized retail theft ring. Two of Serrano’s alleged accomplices were also taken into custody during the coordinated effort.

While Shreveport authorities are interested in extraditing Serrano for the local charges, his immigration status may complicate the process. According to SPD, ICE has placed a hold on Serrano pending deportation proceedings, and it remains unclear if or when he will be returned to Louisiana.

SPD continues to work with national and federal agencies as part of a broader investigation into organized retail theft targeting beauty retailers.
