CALIFORNIA – Two West Sacramento men, James Kenney, 45, and Kevin Leacy, 31, have been indicted by a federal grand jury on multiple drug trafficking charges, according to a September 11 announcement from the U.S. Department of Justice (DOJ).
Leacy faces additional charges for being a felon in possession of firearms and possessing a firearm to further drug trafficking activity.
🔹 Guns, Fentanyl, and Meth Seized
Court documents state that on August 28, 2025, Leacy knowingly possessed three firearms:
A .40-caliber Glock 23
A .40-caliber Sig SP 2340
A .380 Ruger LCP
Leacy is legally barred from possessing firearms due to a 2013 armed robbery conviction.
Authorities say they began investigating a West Sacramento-based drug trafficking operation in May 2025. Their probe revealed that both Kenney and Leacy were allegedly involved in the sale of fentanyl and methamphetamine.
During the August 28 motel raid, officers executed a search warrant and recovered:
Fentanyl powder
Methamphetamine
Cocaine

If convicted:
James Kenney faces 10 years to life in prison and a $10 million fine.
Kevin Leacy faces 15 years to life, along with a $10 million fine due to the firearms offenses and prior felony record.
