SAIPAN – Jaimelynn Nebres Morales, a U.S. citizen born in 1993, has been sentenced to two years’ probation after pleading guilty to one count of marriage fraud, according to the U.S. District Court for the Northern Mariana Islands.

Chief Judge Ramona V. Manglona presided over the sentencing hearing on Friday and ordered Morales to pay a $900 fine and a $100 special assessment fee, which is due immediately.

As part of her sentence, Morales must report to the U.S. Probation Office as a condition of her release. The court also ruled that her previous conditions of release are now exonerated, and her passport will be returned.

Morales, who was represented by attorney Mark Scoggins, admitted in a May 2025 plea agreement that she knowingly entered into a sham marriage on June 30, 2023, with a man identified as M.P.M., a Philippine national and CW-1 visa holder.

The purpose of the marriage, according to court documents, was to help M.P.M. obtain U.S. permanent residency and avoid returning to the Philippines. Morales admitted she had no intent to build a life with him at the time of the marriage.

Assistant U.S. Attorney Garth Backe prosecuted the case.

It is currently unclear whether M.P.M. has also been charged or is under investigation. The court has not released further information on his status.
