A Milan man, Howard Frye, 57, has pleaded guilty to charges stemming from a high-speed police chase and drug possession in Davenport. Frye entered his plea on July 7 after being arrested in April 2025.
Frye was charged with eluding law enforcement by driving more than 25 mph over the speed limit, possession of a controlled substance (third or subsequent offense), and operating while intoxicated (first offense). During the chase, Frye allegedly drove at speeds exceeding 100 mph, according to Iowa State Patrol reports.
The court sentenced Frye to a term not exceeding 10 years for eluding, with credit for time served. He received up to five years for possession of controlled substances, also with credit for time served. For the OWI charge, Frye was sentenced to 365 days in the Scott County Jail, concurrent with the other sentences.
Frye was fined a total of $3,645 plus a 15% crime services surcharge. Since he was found unable to pay, a restitution payment plan will be included as part of his parole conditions.
Further details revealed Frye had smoked methamphetamine hours before the incident and was driving a stolen vehicle from Milan at the time of the arrest. He also had active warrants when taken into custody.
