Haryana ACB Arrests Four in Rs 50 Crore BDPO Hasanpur Scam

Officials caught embezzling govt funds via fake firm Deepak Manpower

The Haryana State Vigilance and Anti-Corruption Bureau (ACB) has arrested four key co-accused in a massive scam involving the embezzlement of over Rs 50 crore from government funds allocated to the BDPO office in Hasanpur, Palwal district.

The arrested individuals—Sunil alias Sonu, Chatar Singh, Shyam Singh, and Goldi—were taken into custody following a court order issued on Sunday. The case, registered under multiple sections of the Prevention of Corruption Act and the IT Act, exposes a complex network of fraud involving fake bills and fund transfers.

Investigations revealed that money was siphoned off to the accused through bank accounts linked to a bogus firm, Deepak Manpower, which was operated by Rakesh Kumar, a clerk at the BDPO office who had already been arrested. The amounts embezzled included Rs 33 lakh in Sunil’s account, Rs 1 crore in Chatar Singh’s, Rs 48 lakh in Shyam Singh’s, and Rs 15 lakh in Goldi’s. All these sums were subsequently withdrawn in cash.

So far, nine main accused—including Rakesh Kumar, Shamsher, Gautam, Anoop, Vivek, Tejendra, Deepak, Satpal, and Vijender—have been arrested and sent to jail. The ACB has filed a charge sheet against them as of April 23, and court proceedings are underway for the confiscation of their properties.

The scam relates to government funds for the fiscal years 2023-24 and 2024-25. The accused allegedly created fake bills to repeatedly make payments to Deepak Manpower Services. Notably, Rakesh Kumar confessed to using the embezzled money to buy land in Hasanpur village, registering the properties under his family members’ names.

The ACB continues its probe, interrogating the accused and tracking the flow of illicit funds, with Shamsher Singh believed to be a key facilitator in the fraudulent transactions.
