VOLUSIA COUNTY, Fla. — A suspect linked to a $20 million fraud ring is now in custody after voluntarily surrendering on Friday, the Volusia County Sheriff’s Office confirmed.
Authorities identified the man as Hai Liu, a resident of Staten Island, New York. Liu turned himself in at the Volusia County Branch Jail after detectives linked him to a scam that defrauded a Deltona woman of $12,000.
The victim had been contacted by a fraudulent “Apple Support” technician, prompting her to purchase $12,000 in Lowe’s gift cards. Surveillance footage later captured Liu using the gift cards at a Lowe’s store in Brooklyn.
In cooperation with Lowe’s and New York law enforcement, investigators secured a warrant charging Liu with grand theft and organized scheme to defraud.
Liu is one of seven suspects in the $20 million fraud ring, which has targeted over 1,800 victims across 45 states. Following his release from New York custody, Liu voluntarily turned himself in to face charges in Florida.
Bodycam footage released by the sheriff’s office shows Liu handing over his ID before being handcuffed. He remains in custody with $65,000 bond.
