COLORADO SPRINGS — Gulong Craft, 57, was sentenced on Wednesday, Dec. 4, after pleading guilty to felony Medicaid fraud, the Colorado Attorney General’s Office announced.
Craft defrauded Medicaid of $122,441 through falsified medical billing between 2020 and 2023. His company, Craft Care, LLC, was enrolled to provide services for Medicaid patients with intellectual or developmental disabilities.
The case came to light in 2023 when the Colorado Department of Health Care Policy and Financing (HCPF) referred Craft to Medicaid fraud investigators. Officials discovered that Craft Care had little online presence, neither Craft nor his spouse reported wages, and billing claims were frequently denied—suggesting intentional fraud.
Investigators found Craft billed for services long after care had ended, in some cases for several years. Interviews with caretakers, family members, and Craft himself confirmed the fraudulent activity.
Attorney General Phil Weiser stated, “The biggest victims of Medicaid fraud are usually low-income patients who rely on Medicaid for critical healthcare services. In this case, the defendant’s crimes exploited people with intellectual and developmental disabilities. We will continue to hold providers accountable and recover fraudulent payments.”
Craft was sentenced to eight years of probation and ordered to repay $122,441 in restitution.
