Gabriel Luthor, Partner Charged in $15M Insurance Fraud

Minnesota couple accused of neurofeedback billing scheme

A Minnesota couple is facing federal charges for allegedly orchestrating a $15 million insurance fraud scheme centered on false claims for neurofeedback therapy treatments.

Gabriel Adam Alexander Luthor, also known as Gabriel Adam Alexander Langford, 39, and Elizabeth Christine Brown, 40, have been indicted for their roles in the fraudulent billing operation run through their business, Golden Victory Medical (GVM), LLC, the U.S. Attorney’s Office for the District of Minnesota announced Thursday.

Prosecutors say Luthor and Brown, who were in a relationship, founded GVM in 2018 and submitted hundreds of thousands of false claims to Medicare, Medicaid, and private insurers. The claims misrepresented services provided, using incorrect billing codes, overstated session times, and even combinations of codes that could not legally be billed together.

Despite repeated warnings from insurers, auditors, and government agencies, the couple allegedly continued the scheme, ultimately costing the healthcare system an estimated $15 million.

The indictment states that the pair laundered millions of dollars from the scheme across multiple bank accounts. The funds were reportedly used to purchase a mansion in Eden Prairie, pay personal expenses, and financially support additional individuals tied to the operation.

Luthor and Brown have been charged, but are presumed innocent until proven guilty in court.
