Fraud Suspect Frank Godwin Arrested in Phnom Penh

US and Liberian nationals held over Malaysian fraud case

Police in Phnom Penh have arrested an American national and two Liberian nationals after they were accused of defrauding two elderly Malaysians.

On August 1, 2024, the Criminal Police Department received a complaint from 63-year-old Malaysian citizen Wong Shee Meng and 67-year-old Wong Liang Hang, who reported that they had been victims of an international fraud scheme.

The victims identified the alleged main suspect as Frank Godwin, a 49-year-old American, along with two alleged accomplices: Sam Sieh Tatus, 46, from Liberia, and Peter Manyougar, 51, also a Liberian national.

Police apprehended the three suspects on September 3, 2024, at 9:30 a.m. along Street 106 in Sangkat Srah Chak, Khan Daun Penh, Phnom Penh. The arrests were carried out under the direction of Brigadier General Kheng Meng Chheang, Deputy Director of the Directorate of Special Forces.

All suspects have been transferred to the Criminal Police Department for questioning and further processing as the investigation continues.
