ROCKINGHAM COUNTY, N.C. – A man from Rockingham County has been arrested and charged following a reported domestic violence incident. The incident took place on March 27, 2025, and was reported to authorities on April 1.
According to the Rockingham County Sheriff’s Office, a 50-year-old female victim reported that she was assaulted by her live-in boyfriend at their residence at 7997 NC 700, Ruffin, N.C. Following the report, the victim was interviewed by HELP Incorporated and investigators from the Rockingham County Sheriff’s Office.
As a result of the investigation, a Protective Order (50B) was immediately obtained against the suspect. Authorities later identified the suspect as 58-year-old Frank Donald Heffinger, also known as Don Caudle.
On April 2, 2025, Heffinger was arrested at his residence without incident. He has been charged with multiple offenses, including:
2nd Degree Kidnapping
Assault by Pointing a Gun
Discharging a Firearm Within an Enclosure to Incite Fear
Misdemeanor Crimes of Domestic Violence
In addition to these charges, Heffinger was officially served with the Protective Order (50B). He has been placed in the Rockingham County Detention Center with no bond and is scheduled to appear before a judge on April 3, 2025.
Due to safety concerns, the identity of the female victim is being withheld. Authorities have indicated that further charges may be added as the investigation continues.
