Five Seabrook DPW Employees Arrested for Theft Charges
Five employees of Seabrook’s Department of Public Works (DPW) were arrested on Friday on theft charges after a routine audit revealed questionable purchases made with town funds. State troopers executed the arrests early Friday morning at the DPW barracks in Seabrook, as reported by the Department of Safety.
The arrested individuals include Seabrook residents Casey Carter, 42; Shauna Carter, 40; and Ralph Welch, 52. They face felony charges of theft by deception and fraudulent use of a credit card. Two other DPW employees, Forrest Carter, 62, of Seabrook, and Herbert Randall, 66, of Effingham, were charged with misdemeanor offenses of theft by deception and fraudulent use of a credit card.
In addition to the arrests, state troopers executed search warrants that led to the recovery of items related to the investigation. The inquiry began in March when Seabrook police requested assistance from State Police regarding allegations of thefts by DPW workers, which were uncovered during a routine audit of employee purchases.
All five suspects have been released on bail, with a court hearing scheduled for November 14 in the district court in Hampton.
