The Crime Branch Kashmir’s Economic Offences Wing has registered a case following a complaint from the State Nodal Officer of the National Health Mission (NHM), J&K, regarding the circulation of a forged order purportedly issued by the Mission Director, NHM J&K.
The fraudulent order, titled “Provisional Selection List of Candidates for Different Posts (Kashmir Division) against Notification No. SHS/NHM/J&K/HR/10259 dated 10.05.2021,” was widely shared on social media, causing public confusion.
During the investigation, authorities discovered that an NGO, J&K Health Care Services, approved during the COVID-19 pandemic to provide voluntary manpower in Kashmir medical blocks, was misusing its position. The NGO management allegedly conspired to exploit this approval by deceitfully approaching volunteers, collecting their documents and money under the promise of permanent engagement with NHM.
The accused then fabricated a fake selection list by forging the signatures of the Mission Director, NHM J&K.
The accused have been identified as Abdul Qayoom Naik (Check Feroz Pora, Tangmarg), Abdul Qayoom Khan (Harwan, Ompora, Budgam), Mohammad Ashraf Hurrah (Saria Bala, Srinagar), Mushtaq Ahmad Sofi (Shadipora, Sumbal, Bandipora), and Hilal Ahmad Bahar (Shadipora, Sumbal, Bandipora).
The acts of the accused prima facie disclose offences punishable under Sections 420 (cheating), 468 (forgery), 471 (using forged documents), 120-B (criminal conspiracy) of the Ranbir Penal Code (RPC), read with Section 66-D of the IT Act.
A formal case has been registered at the Police Station Economic Offences Wing (Crime Branch Kashmir), and investigations are ongoing.
