PLYMOUTH TOWNSHIP, Pa. – A local couple behind Catenacci Construction, LLC, has been arrested following a lengthy investigation into home improvement fraud, theft, and conspiracy.
Eric and Rachelle Catenacci, who have lived in Plymouth Township for years and were active in youth sports programs, are now facing a long list of charges after multiple homeowners and local businesses reported that they paid for work that was never completed.
The criminal complaint against the couple spans over 90 pages and details several allegations of unfinished jobs, improper permits, abandoned materials, and rising costs with no visible progress.
According to police, at least five homeowners have pressed charges, but investigators believe there are many more victims who have yet to come forward.
Photos included in the complaint show homes left exposed to the elements, with roofs and siding removed and no follow-up work. In one case, a chimney was left dangerously venting into an attic.
Joe O’Brien, a roofing and siding contractor, claims he was scammed out of $16,000 just before Christmas.
“He dogged me for $16,000… He finally told me a check was on the way. He was lying to me,” O’Brien said.
In communication reviewed by authorities, Eric Catenacci admitted to a vendor that he was “pretty jammed up” and unaware of the severity of the situation until it was too late, promising full repayment. In another email, he requested more money from a homeowner for a job that remained incomplete, citing bills piling up and being two months behind.
Police say many complaints were made over the past year, prompting them to closely investigate Catenacci Construction. While some victims who paid with credit cards were able to recover their funds, others were forced to hire new contractors—essentially paying for the same job twice.
Despite the serious allegations, neighbors expressed shock at the charges.
Authorities are urging anyone with information related to the case to contact the Plymouth Township Police Department immediately.
