A decade-long scam that shook Uganda’s health sector revealed

Despite being exposed in the first episode of The Stolen Identity, Dr. Ssemanda Innocent, a notorious imposter, continued his fraudulent practices, raising serious concerns about accountability in Uganda’s healthcare system. Posing as a qualified doctor, he infiltrated prestigious medical offices, performed unauthorized surgeries, and exploited vulnerable patients over a span of more than a decade.

The shocking tale of his deception was uncovered by an exclusive investigative report by NBS Investigates. Operating under multiple fake identities, Dr. Innocent gained trust, including at Cleveland Specialized Clinic, where he conducted risky medical procedures without any formal medical qualifications.

The victims of his fraudulent practices shared harrowing stories, recounting misdiagnoses, improper treatments, and even deaths caused by his actions. One such case was that of Bibunwa Judith, a young mother who tragically passed away after seeking emergency care at the clinic. Her death highlighted the catastrophic consequences of unchecked medical malpractice.

Despite the initial exposé, Dr. Innocent managed to evade substantial penalties, exploiting loopholes in the legal system. He was released from custody after convincing authorities that he intended to “make amends.” However, continued pressure from the State House Health Monitoring Unit led to his re-arrest on multiple new charges, including 14 counts of fraud.

As the investigation unfolds, it is revealed that Dr. Innocent’s false identities—from Nyombi Ken to Ssemanda Innocent—are being meticulously unraveled in court. This has brought to light the systemic weaknesses in verifying the credentials of medical professionals.

Dr. Warren Naamara, head of the Health Monitoring Unit, has called for stricter verification processes to prevent similar frauds from happening again. In response to the scandal, authorities have shut down Cleveland Specialized Clinic, and institutions like the University of British Columbia have distanced themselves from Dr. Innocent, retracting any associations with him.

The public has expressed outrage over this case, calling for harsher penalties for medical imposters. As the legal proceedings continue, the nation’s eyes are on the court, hoping for justice for the victims who suffered under the care of this fake doctor.
