Dee Alice Moton Charged in $2.3M VA Fraud Case

Massage therapist accused in major health fraud bust

SOUTH CAROLINA (WJBF) — A Hephzibah, Georgia woman is facing federal charges as part of the Department of Justice’s 2025 National Health Care Fraud Takedown, the largest in U.S. history.

Dee Alice Moton, 51, was indicted for health care fraud after allegedly billing the Veterans Administration over $2.3 million for services never provided to veterans over a two-year span.

According to the U.S. Attorney’s Office for the District of South Carolina, Moton, a licensed massage therapist, owned Flowing Hands Massage Clinical Therapy in Aiken, South Carolina. The indictment claims she submitted fraudulent claims for services she didn’t perform — including billing for incompatible procedure codes, telehealth services when in-person sessions occurred, and treatments for non-existent conditions.

In one extreme case, Moton allegedly billed the VA for wheelchair therapy for a veteran who does not use a wheelchair.

Also charged in the sweep was Tina Marie Armstrong, 67, of Florence, SC. She faces counts of health care fraud and aggravated identity theft. Armstrong is accused of submitting over $198,000 in false claims through her business, Safe at Home Medical Equipment and Supplies, LLC, to Medicare and Medicaid for equipment that was never delivered, no longer functional, or unauthorized. About $104,000 was paid out, according to the indictment.

Both cases are part of a sweeping federal effort to dismantle fraud networks targeting government-funded health programs. In total, 324 defendants were charged, with alleged fraudulent billings exceeding $14.6 billion. Authorities also seized $245 million in cash, luxury vehicles, and other assets.
