David Lee Roy Smith & John Stephen Clark Arrested in Oelwein Drug Bust

Police Seize Meth, Marijuana & Prescription Drugs in Ongoing Crackdown

The Oelwein Police Department continued its efforts to combat illegal drug activity with a major investigation on Wednesday, March 12, 2025. Officers raided an apartment in the Otter Creek Cottages complex on Eighth Avenue NW around 9:50 a.m., uncovering and seizing controlled substances.

As a result, two men were arrested:

🔹 David Lee Roy Smith, 63, of Oelwein, was charged with:

Possession with intent to deliver methamphetamine (Class C felony)
Possession with intent to deliver marijuana
Possession of a controlled substance (third or subsequent offense) – Buprenorphine
Gatherings where controlled substances are used (Class D felony)
Dominion/control of firearm ammunition by a felon (Class D felony)
Distribution of prescription medication (first offense)
Unlawful possession of prescription medications (serious misdemeanor)
Possession of drug paraphernalia (simple misdemeanor)
🔹 John Stephen Clark, 56, of Oelwein, faced similar charges, including:

Possession with intent to deliver methamphetamine (Class C felony)
Possession with intent to deliver marijuana
Gatherings where controlled substances are used (Class D felony)
Unlawful possession of prescription medications (serious misdemeanor)
Possession of drug paraphernalia (simple misdemeanor)
Both suspects were taken to the Fayette County Jail to await their initial court appearances.

Later that evening, at approximately 7:30 p.m., police executed a search warrant at Clark’s residence on Second Street NW, where additional controlled substances were found. Clark, already in custody, was hit with additional charges:

Possession of methamphetamine (third or subsequent offense) (Class D felony)
Possession of marijuana (third or subsequent offense) (Class D felony)
Unlawful possession of prescription medications (serious misdemeanor)
Possession of drug paraphernalia (simple misdemeanor)
The investigation remains ongoing, with authorities continuing efforts to tackle drug-related crimes in the Oelwein community.
