GEORGETOWN, Delaware – Dave Moncavage, a 58-year-old from Georgetown, Delaware, was arrested for home improvement fraud after taking over $24,000 from two victims without completing the promised work.
The investigation began in October 2024 when Troop 4 Financial Crimes Detectives started looking into Moncavage, who operated under the business name Advanced Interiors. Detectives discovered that Moncavage had signed contracts for construction work with two victims, receiving payments exceeding $24,000. However, the projects were never finished, and Moncavage failed to return the funds.
On March 12, 2025, a trooper on patrol saw a white Ford F-150 driving on Mount Zion Road near Sussex Highway in Seaford. The truck had lost a load of material from its bed, and when the trooper pulled it over, he identified the driver as Dave Moncavage. A computer check revealed warrants for Moncavage’s arrest for home improvement fraud, as well as capias warrants. He was arrested without incident.
During a search of Moncavage and his truck, the trooper found drug paraphernalia. Moncavage was taken to Troop 5, where he was charged with several crimes, including:
Home Improvement Fraud by False Impression ($1,500 or Greater – Felony)
Home Improvement Fraud: Receive Money for Services Not Completed ($1,500 or Greater, Victim 62 Years or Older/Impaired/Disabled – Felony)
Possession of Drug Paraphernalia (2 counts)
Multiple Traffic Violations
Moncavage was arraigned and released on a $5,000 unsecured bond by the Justice of the Peace Court 2.
