According to Fairfax County Police, the investigation began after Child Protective Services received a referral on July 15 alleging inappropriate contact between Dudley and a minor. As detectives investigated further, three more victims were identified, bringing the total number of victims to four. Authorities believe the abuse occurred on numerous occasions over the years.
