GAITHERSBURG, Md. – A Gaithersburg man has been arrested and charged with multiple sex offenses involving a child, according to Montgomery County police.
The investigation began on Thursday, July 24, after a young girl reported being inappropriately touched while at the Quince Orchard Library with her parent.
Surveillance video from the library helped police identify the suspect as 49-year-old Charles Newton Townsend IV. Investigators say the footage revealed two separate incidents involving Townsend and children, raising serious concerns.
On August 22, police secured an arrest warrant, and Townsend was taken into custody on Monday, August 29. He has been charged with:
Two counts of fourth-degree sexual contact
Two counts of second-degree assault
Townsend is currently being held without bond at the Montgomery County Central Processing Unit.
Detectives believe there may be additional victims who have not yet come forward. Parents whose children visited the Quince Orchard Library around the time of the incident are urged to speak with their children and contact Montgomery County Police if they have any information.
