Charles Summers Arrested for $87K Calico Rock Theft

Failed to deliver generators after city payment

CALICO ROCK, Ark. — A Mountain View businessman has been arrested after allegedly stealing more than $87,000 from the City of Calico Rock in a generator procurement scam.

Charles Summers, 59, was taken into custody on Aug. 22 and charged with theft of property, a Class B felony, according to a police news release.

Back in May 2024, the Calico Rock City Council approved a bid from Summers’ business to supply generators, electrical components, and services. At Summers’ request, the city issued a check for $87,500 to secure the order.

However, Summers never delivered the equipment or services. Over the next 15 months, the city made repeated but unsuccessful attempts to obtain proof of the order or a refund. After failing to get a response, officials filed a report with the Sheriff’s Office, leading to Summers’ arrest.

He now faces a felony charge and awaits further court proceedings.
