LA PLATA, Md. – On March 28, 2025, a Charles County Grand Jury indicted Kolbey Cooper, 22, a corrections officer at the Charles County Detention Center (CCDC), on two counts of sexual contact with an incarcerated individual, two counts of 4th-degree sex offense, and delivering contraband (an e-cigarette) to a person detained in a place of confinement.
The investigation into Cooper’s actions began in early February when other correctional officers at CCDC reported potentially inappropriate conversations between Cooper and an incarcerated female. Supervisors took immediate action, launching an investigation that revealed Cooper had corresponded with the inmate through written notes. Cooper, who had been employed at the CCDC for two years, was suspended the same day.
Further investigation by the agency’s Criminal Investigations Division, in collaboration with the Charles County State’s Attorney’s Office, led to the discovery of inappropriate physical contact between Cooper and the inmate in a hallway.
On March 28, Cooper was arrested after the grand jury’s indictment. Three days later, on March 31, a judge ruled that Cooper would be released on electronic monitoring as the case progresses.
Sheriff Troy D. Berry emphasized the importance of maintaining integrity within the correctional system: “We hold our officers to the highest standards, and when that trust is broken, we take swift and decisive action to hold those responsible accountable.”
The CCSO’s Office of Professional Responsibility is conducting an administrative investigation into the matter.
