CEO Cashmir Luke Charged in $7M VA Fraud Scheme

Arrested at SFO while trying to fly to Nigeria

The CEO of a Fresno-based home health care company was arrested at San Francisco International Airport as he attempted to board a flight to Nigeria, according to U.S. Attorney Eric Grant. Court documents allege that Cashmir Chinedu Luke, the CEO of Four Corners Health LLC, defrauded the Department of Veterans Affairs of more than $7 million between December 2019 and July 2024.

Prosecutors say Luke, who lives in Antioch, submitted roughly 10,000 false claims for in-home care services, leading the VA to reimburse his company for duplicate and fraudulent charges. The claims reportedly included hours that caretakers never worked and services billed during times when no caregiver was present. Some claims listed services provided to veterans weeks after they had died.

Four Corners Health LLC offered unskilled nursing and daily living support for elderly VA beneficiaries across multiple counties, including Fresno, Tulare, Madera, Merced, Mariposa, San Francisco, and Contra Costa. Investigators said Luke, as the sole owner and billing representative, misled the VA’s third-party administrator and quickly spent or moved the fraud proceeds through personal purchases and bank accounts overseas in Asia and Africa.

The U.S. Department of Veterans Affairs Office of Inspector General investigated the case, and Assistant U.S. Attorney Calvin Lee is prosecuting it. If convicted, Luke faces up to 10 years in prison and a $250,000 fine.
