Biswaranjan Behera Arrested in CPSE-2024 Scam Case

Crime Branch uncovers broker in Odisha police recruitment scam

In a major development in the CPSE-2024 recruitment scandal, the Odisha Crime Branch on Saturday arrested Biswaranjan Behera, 29, a broker from Barang in Cuttack, bringing the total number of arrests linked to the case to 118.

Authorities say Behera played a key role in a well-orchestrated syndicate that allegedly facilitated the cash-for-job scheme in the combined police service examination (CPSE)-2024. He reportedly collected original certificates and blank cheques from 114 candidates, who were themselves previously arrested, in exchange for access to examination question papers. These documents were then reportedly passed to his superiors within the criminal network.

A senior Crime Branch official stated, “Behera executed tasks directed by his bosses, highlighting a multilayered conspiracy. Multiple teams are working to apprehend the main conspirators responsible for the question paper leak and irregularities.”

Investigators said the scandal involved brokers colluding with private companies subcontracted to conduct the CPSE-2024 exam. The exam, originally scheduled for October 5–6, had been postponed following revelations of irregularities. Each candidate allegedly paid Rs 25 lakh for guaranteed selection in the Odisha Police.

The Crime Branch is also probing the role of the Odisha Police Recruitment Board (OPRB), which had outsourced exam responsibilities to a Central PSU and subsequently to a Bhubaneswar-based company, raising transparency concerns. Officials confirmed that one key accused, Shankar Prusty, remains at large.

Political reactions have been swift. The opposition BJD has demanded a CBI investigation and announced a protest rally, while the ruling BJP defended the Crime Branch’s investigation, stating that all masterminds would eventually be arrested. OPRB chairman Susanta Kumar Nath assured that fresh exam dates will be announced and that recruitment will proceed fairly and transparently.

The case underscores continuing challenges in safeguarding recruitment processes and preventing large-scale corruption in Odisha’s public service examinations.
