Austin, Texas — A man has been charged with murder after a violent altercation near Zilker Park led to the death of 64-year-old James Hough on Monday afternoon.
The incident occurred just before 3:30 p.m. near Azie Morton Road when Austin Police received a call about a crash. Upon arrival, officers found Hough with visible signs of trauma in a parking lot. He was rushed to the hospital, where he later died from his injuries at approximately 4:30 p.m.
Details of the Incident
Police later identified the suspect as 43-year-old Arthur Richter, who initially called 911. Richter claimed the altercation occurred after an incident with another person, which allegedly happened before the confrontation with Hough.
According to investigators, Richter assaulted Hough and took his phone before returning to his vehicle. In a desperate attempt to retrieve his phone, Hough climbed onto the hood of Richter’s car. Richter then allegedly accelerated at high speed, slamming on the brakes abruptly, causing Hough to be thrown off the vehicle and onto the ground, resulting in his fatal injuries. Richter left the scene shortly after.
Charges and Arrest
Following the investigation, a warrant for Richter’s arrest was issued on February 4, 2025. Richter was apprehended the following day by the Lone Star Fugitive Task Force. He has since been charged with murder in connection to Hough’s death.
Investigation Continues
This incident is now Austin’s fifth homicide of 2025, according to the Austin Police Department. The investigation is ongoing as police continue to gather more details.
