Arrests Made in Marshalltown Credit Card Fraud Scheme

Two Charged with Identity Theft and Skimming Devices

Between April and May 2024, the Marshalltown Police Department received multiple reports of identity theft and credit card fraud, with numerous unauthorized purchases occurring locally. This spate of incidents enabled the police to swiftly investigate the crimes and gather crucial evidence linking many of the cases together. Authorities believed that credit card skimming devices were being used to obtain the victims’ credit card information.

On May 15, 2024, officers executed a search warrant in the 500 block of East State Street, uncovering evidence of a credit card skimming operation. This investigation led to the arrest of two individuals.

ABREU-ARRONE, YIRANDY

  1. Yirandy Abreu-Arrone, 41, of Marshalltown, was arrested and charged with:
    • Illegal use of a Scanning Device or Encoding Machine (Class D Felony)
    • Two counts of Credit Card Fraud (Aggravated Misdemeanor)
    • Two counts of Identity Theft (Aggravated Misdemeanor)
    • Two counts of Theft in the 5th Degree (Simple Misdemeanor)
  2. David Reinaldo Lopez Rios, 31, of Marshalltown, was arrested and charged with:
    • Illegal use of a Scanning Device or Encoding Machine (Class D Felony)
    • Two counts of Credit Card Fraud (Aggravated Misdemeanor)
    • Three counts of Identity Theft (Aggravated Misdemeanor)
    • Three counts of Theft in the 5th Degree (Simple Misdemeanor)

The investigation is ongoing, and the Marshalltown Police Department is aware that there are additional victims who have not yet come forward. Authorities encourage all potential victims, regardless of whether their financial institution has reimbursed them, to report their experiences.
