TWO RIVERS, Wis. (May 7, 2025) – Three individuals have been arrested on multiple drug-related charges following a coordinated raid at a residence in Two Rivers, according to authorities.
The Manitowoc County Metro Drug Unit launched its investigation in January, initially identifying Jesse Miller as a suspected methamphetamine distributor. Investigators later conducted a controlled buy from Miller in Manitowoc.
In April, attention turned to Brad Smith, also suspected of dealing meth. Undercover officers carried out controlled purchases at Smith’s residence located at 1812A 14th Street in Two Rivers.
Further investigation revealed that Miller and Smith lived in the same building, with Miller in the first-floor unit and Smith occupying the second floor.
A search warrant was executed on May 7, resulting in the arrests of Miller, Smith, and Anna Burt, who was present during the raid. Police recovered methamphetamine, THC, and drug paraphernalia at the scene.
All three suspects are currently held in the Manitowoc County Jail on the following charges:
Jesse Miller: Distribution of methamphetamine
Brad Smith: Distribution of methamphetamine, possession of drug paraphernalia, keeper of a drug house
Anna Burt: Possession of methamphetamine, possession of drug paraphernalia, keeper of a drug house
The operation was carried out by the Manitowoc County Metro Drug Unit with support from the Manitowoc County Sheriff’s Office, Two Rivers Police Department, and Manitowoc Police Department.
