BERTIE COUNTY, N.C. — A Windsor woman has been charged with cruelty to animals after deputies discovered a severely injured dog.
The Bertie County Sheriff’s Office said 40-year-old Ammena Outlaw was charged with one count of cruelty to animals following a call on Saturday, Jan. 31, 2026, at a residence on Jerry Lane in Windsor. Deputies were responding to a chained dog whose collar was so tight it had embedded into the dog’s neck.
Upon arrival, deputies found the dog suffering serious injuries. The animal was seized and transported for emergency surgery due to the severity of its condition.
During a follow-up with the dog’s owner, Outlaw signed a surrender form, turning the dog over to PETA, and was subsequently charged.
Outlaw’s first court appearance is scheduled for March 3, 2026.
