Attorney General James Uthmeier announced the arrest of 33-year-old Alexander Dean Francis on Thursday, August 28, in Flagler County. Francis is facing 38 felony charges related to the criminal use of personal identification information.
A resident of Winter Springs, Francis allegedly used stolen identities—primarily of seniors—to submit fraudulent petitions as part of an effort to influence a Constitutional Amendment supported by Smart and Safe Florida. Officials say he exploited personal data to commit large-scale voter fraud.
“Targeting seniors and exploiting their identities to commit voter fraud and change our state’s constitution is abhorrent and an affront to our republican form of government,” said Attorney General Uthmeier in a public statement.
Investigators found Francis, a paid petition circulator, submitted hundreds of fake signatures across the state, including in Flagler County. At least 35 victims over the age of 60 reported their personal information had been used without consent.
Francis is charged with one count of criminal use of personal ID involving more than 30 victims—a first-degree felony—and 37 additional counts involving victims aged 60 and above, each a second-degree felony.
If convicted on all charges, Francis could face up to 585 years in prison. The first-degree felony alone carries a maximum of 30 years, with a 10-year minimum mandatory sentence. He is currently being held at Seminole County Jail on a $210,000 bond.
