Phillip J. Graham Arrested for Sexual Assault, Robbery in Norfolk

Man faces multiple charges including forcible sodomy and firearm use

NORFOLK, Va. (NPD) — Norfolk Police detectives arrested Phillip J. Graham, 27, of North Carolina, in connection with a sexual assault reported at the Double Tree hotel on N Military Highway.

Police responded to the scene around 3:30 a.m. on July 18, 2025. After investigation, Graham was charged with two counts of forcible sodomy, robbery, abduction, brandishing a firearm, simple assault, and six counts related to firearm use.

He was taken into custody on July 22 and remains held without bond in Norfolk City Jail.

Graham also faces similar charges for a separate incident in Virginia Beach. Authorities continue to investigate the case, warning there may be additional victims.
