LAPD Arrests Totoi and Muntaneu in International Theft

Two suspects linked to jewelry, retail theft ring arrested

Los Angeles police have arrested two suspects linked to an international crime ring responsible for multiple jewelry and retail thefts, authorities said.

Constantin Totoi, 38, and European Muntaneu, 40, were taken into custody last month following a multi-agency investigation. Six additional suspects remain at large, including Raytan Muntaneu, Retan Varga, Acunta Muntean, Ioan Markus, Anghel Bazill, and Procotor Muntean.

The investigation began after detectives served a search warrant in the LAPD’s Rampart Division in connection with a theft reported on December 17, 2025. LAPD said a news segment on the incident generated tips that prompted a coordinated nationwide investigation.

Police believe the group has been active since at least 2016 and responsible for thefts across the United States, the United Kingdom, and Canada.

During the search, authorities recovered watches, jewelry, and clothing believed to be stolen, along with numerous fraudulent IDs, passports, and other documents.

The LAPD is requesting public and law enforcement assistance to identify additional crimes linked to the group and locate businesses or jewelry stores that recognize the recovered property.
