LOUDOUN COUNTY, Va. — Authorities have arrested three individuals linked to a copper wire theft ring responsible for over $3 million in losses across Loudoun County and surrounding areas.

On December 18, 2025, deputies from the Loudoun County Sheriff’s Office (LCSO), working with the Maryland State Police, FBI, Department of the Army Criminal Investigation Division, and U.S. Marshals Service, arrested Alexandru Constantin (43), Cristinel Petrovici (38), and Robert Ciucur (29), all from College Park, Maryland.

The arrests follow an eight-month investigation into repeated reports of copper wire theft at various utility facilities in Loudoun County and neighboring regions.
