3 Chinese Nationals Arrested in Phnom Penh Online Scam Raid

Authorities Seize 47 Computers, 28 Phones in Condo Crackdown

Phnom Penh, Cambodia – Three Chinese nationals were arrested in a large-scale crackdown on online fraud carried out at a condominium in Phnom Penh on July 15, 2025.

The operation was led by Mr. Hun Surithy, Deputy Governor of Phnom Penh, in coordination with local law enforcement and other authorities. The raid took place at an eight-story condominium located at No. 382, Duong Ngaep Street, Trung Moan Village, O Bek Kaom Sangkat, Sen Sok District.

Authorities discovered an active online scam operation inside the building and seized a significant amount of electronic equipment: 47 desktop computers, 19 laptops, 28 phones, 6 televisions, 1 iPad, and 8 passports. Three cooks, one woman, and a cleaner were also detained for questioning.

All arrested individuals and the seized items have been transferred to the Phnom Penh Police Station for further legal processing. The condominium building has been temporarily shut down as part of the ongoing investigation.

This raid is part of a broader effort by Cambodian authorities to dismantle foreign-operated scam networks using the country as a base of operations.
